The book is based on the author's long-term and comparative research into collaboration during World War II. Using the Czech example, it reflects on the form and manner of collaboration between the Czech political and economic elites, including part of the intelligentsia, with the Nazi occupiers during the existence of the Protectorate of Bohemia and Moravia. He takes a gradualist approach to this complex issue and distinguishes between different forms of collaboration. He focuses primarily on the Protectorate government and the attitudes of President Hácha, General Eliáš, Prime Minister Krejčí, and, of course, Minister of Propaganda Moravec.
He reflects on the role of Czech fascists, especially Vlajka, as well as on the historically difficult-to-grasp position of intellectuals and ordinary Czechs, whose goal was often simply to survive the years of German occupation.
